What Does Our IPAF Training Cover?
The International Powered Access Federation (IPAF) sets the recognised standard for safe MEWP operation across construction, industrial, and commercial environments. Our IPAF 3A and 3B course is designed for operators who use mobile elevated work platforms as part of their role.
For Swansea operators, IPAF certification is widely required on construction sites, commercial premises, warehouses, and infrastructure projects. The course combines structured theory with practical training and assessment, ensuring candidates understand both legal responsibilities and real-world operating practices.
Successful delegates receive the following categories on their IPAF PAL card:
Category 3A – Mobile Vertical Platforms
Scissor lifts and other vertical platforms that can be driven or moved while elevated.
Category 3B – Mobile Boom Platforms
Articulated or telescopic boom lifts, often referred to as cherry pickers, that can be driven or moved while elevated.

Course Technical Details
IPAF Training Licence Details
Delegates should have a basic understanding of written and spoken English to follow instructions, understand safety information, and complete theory elements confidently.
Operators must also be physically capable of operating MEWPs safely, including maintaining awareness, balance, and coordination while working at height. Any medical conditions that could affect safe operation should be discussed with the instructor before training.
The IPAF 3A and 3B Combined course is delivered over one full day and includes both classroom-based learning and practical training. The syllabus typically covers:
- Health and Safety at Work Act 1974
- MEWP categories and operational limitations
- Controls, safety features, and warning systems
- Pre-use checks and inspection requirements
- Preparing equipment for safe use
- Ground conditions and site assessment
- Safe operating techniques for 3A and 3B machines
- Emergency lowering procedures
- Manufacturer guidance and instruction manuals
- Fall restraint and fall arrest considerations
Assessment includes a theory test and a practical operating assessment. These confirm that each operator understands safe working practices and can competently control MEWPs in line with IPAF standards.
On successful completion, the following categories are added to the IPAF PAL card:
- 3A Mobile Vertical Platforms
- 3B Mobile Boom Platforms
All IPAF courses are delivered at our dedicated indoor training facility in Blackwood, which is typically just short of an hour’s drive away from Swansea via the M4. The centre is designed specifically for MEWP training, providing consistent conditions for both theory sessions and practical assessments.
Many Swansea-based contractors, facilities teams, and industrial operators choose to train here due to the professional setup and reliable structure of the training day.
Off-site IPAF training can also be arranged at suitable Swansea workplaces, subject to site conditions and equipment availability. Contact us to discuss tailored training options.
IPAF qualifications are valid for five years.
Operators can check their certification status using the IPAF ePAL app or the official IPAF verification system.
Renewal requires completion of an IPAF refresher course at an approved training centre (such as HOV Training) before or after the expiry date.
This course is approved for CITB levy funding. As a CITB Approved Training Organisation, we can support Swansea employers and individuals with guidance on available grants and the application process.
