What Does Our IPAF Training Cover?

The International Powered Access Federation (IPAF) provides a globally recognised training programme that sets the standard for safe and effective MEWP operation.

Our IPAF 3A & 3B Combined course is designed for operators who need to use Mobile Elevated Work Platforms as part of their day-to-day work, including scissor lifts, boom lifts, and cherry pickers.

For Newport-based operators and businesses, this course is one of the most widely requested certifications for working at height with powered access equipment.

Our IPAF training course blends clear, instructor-led theory with practical instruction and assessment, so candidates leave with real competence and not just a certificate. On successful completion, operators receive the following IPAF categories on their PAL card:

Category 3A – Mobile Vertical Platforms

Scissor lifts and other vertical platforms that can be driven or moved while elevated.

Category 3B – Mobile Boom Platforms

Self-propelled booms, such as articulated or telescopic booms, that can be driven or moved while elevated (often referred to as a cherry picker).

Course Technical Details

IPAF Training Licence Details

To attend our IPAF training course, learners should have a basic understanding of written and spoken English. This is important for following instructor guidance, understanding safety signage, and completing the theory elements confidently.

Candidates should also be physically capable of operating MEWPs safely, including maintaining balance, awareness, and coordination when working around moving equipment and at heights. If any medical condition could affect the safe operation of the training, it should be raised with the instructor before training begins.

Our IPAF 3A & 3B Combined course runs over one full day and includes both guided theory and hands-on practical training. All delegates will cover:

  • Health and Safety at Work Act 1974
  • MEWP classifications and operational limitations
  • Pre-use checks, alarms and safety features
  • Required inspection and servicing routines
  • Preparing a machine for safe operation
  • Assessing ground, weather and site conditions
  • Recommended operating techniques for 3A and 3B categories
  • Emergency lowering and controlled descent
  • Interpreting manufacturers’ instructions
  • Correct use of fall restraint and fall arrest equipment

The assessment includes both theoretical and practical elements to ensure operators understand safe working practices and can competently operate MEWPs. Candidates are assessed on safe preparation, correct operation, and practical control of the machine in line with IPAF expectations.

On successful completion, operators receive the following IPAF categories on their PAL card:

  • 3A – Mobile Vertical Platforms
  • 3B – Mobile Boom Platforms

All IPAF courses are delivered at our dedicated indoor training facility in Blackwood, which is typically around 25-30 minutes from Newport via the A467 and A468.

The centre is purpose-built for MEWP training, providing a controlled environment for both classroom learning and practical assessments.

Many of our Newport-based clients, including contractors, commercial operators, and facilities teams, choose to train here because of the straightforward travel route and the professional, well-equipped training setup.

Where required, we can also deliver off-site IPAF training at suitable Newport workplaces, subject to equipment availability and site conditions.

IPAF qualifications are valid for five years.

Operators can check their categories at any time through the IPAF app (ePAL) or by using IPAF’s verification tools.

To renew an expiring or expired qualification, operators must complete a refresher course at an IPAF-approved training centre (such as HOV Training) to reinstate certification.

This course is approved for CITB levy funding. As a CITB Approved Training Organisation (ATO), we can support Newport employers and individuals with guidance on the grant process to help access available funding toward IPAF training costs.
