What Does Our IPAF Training Cover?
The International Powered Access Federation (IPAF) provides the recognised framework for safe and effective use of Mobile Elevated Work Platforms. Our IPAF 3A and 3B Combined course is designed for operators who use powered access equipment as part of their daily work.
For Merthyr Tydfil operators, IPAF certification is commonly required across construction sites, industrial units, warehouses, and public-sector environments. When choosing our IPAF training course, it combines structured theory with practical training and assessment, ensuring candidates understand both legal responsibilities and correct operating techniques in real working conditions.
On successful completion, operators receive the following categories on their IPAF PAL card:
Category 3A – Mobile Vertical Platforms
Scissor lifts and other vertical platforms that can be driven or moved while elevated.
Category 3B – Mobile Boom Platforms
Articulated or telescopic boom lifts, often referred to as cherry pickers, that can be driven or moved while elevated.

Course Technical Details
IPAF Training Licence Details
Delegates should have a basic understanding of written and spoken English to follow instructions, understand safety information, and complete theory elements of the course.
Operators must also be physically capable of operating MEWPs safely, including maintaining balance, awareness, and coordination while working at height. Any medical conditions that could affect safe operation should be discussed with the instructor before training begins.
The IPAF 3A and 3B Combined course is delivered over one full day and includes both classroom learning and practical training. The syllabus typically covers:
- Health and Safety at Work Act 1974
- MEWP categories and operating limitations
- Controls, safety devices, and warning systems
- Pre-use checks and inspection requirements
- Preparing equipment for safe operation
- Ground conditions and site assessment
- Safe operating techniques for 3A and 3B machines
- Emergency lowering procedures
- Manufacturer guidance and instruction manuals
- Fall restraint and fall arrest considerations
The assessment includes both theoretical and practical elements. These confirm that operators understand safe working practices and can competently operate MEWPs in line with IPAF standards.
On successful completion, the following categories are added to the IPAF PAL card:
- 3A Mobile Vertical Platforms
- 3B Mobile Boom Platforms
All IPAF courses take place at our dedicated indoor training facility in Blackwood, which is typically around 25-30 minutes from Merthyr Tydfil via the A470 and A465. The centre is purpose-built for MEWP training, providing reliable conditions for both classroom learning and practical assessments.
Many Merthyr Tydfil-based contractors, industrial operators, and facilities teams choose to train here because of the professional setup and straightforward access for a full day of training.

IPAF qualifications are valid for five years.
Operators can check their certification using the IPAF ePAL app or the IPAF verification system.
To renew an expiring or expired qualification, operators must complete an IPAF refresher course at an IPAF-approved training centre to reinstate their certification.
This course is approved for CITB levy funding. As a CITB Approved Training Organisation, we can support Merthyr Tydfil employers and individuals with guidance on available grants and the application process.
