What Does Our IPAF Training Cover?
Our IPAF training in Cardiff delivers the same high standard of accredited instruction you’d expect from a leading powered access provider, delivered through our nearby HOV Safety Training Centre in Blackwood. We work with operators and businesses across Cardiff and South Wales, providing recognised IPAF qualifications that improve safety, confidence and on-site performance.
What Does Our IPAF Training 3A & 3B Cover?
The International Powered Access Federation (IPAF) sets the global benchmark for safe and competent MEWP operation. Our IPAF 3A & 3B Combined Course gives Cardiff learners hands-on training using industry-standard machines, ensuring you can work safely and effectively on sites throughout the city and beyond. The course is ideal for anyone in Cardiff who operates Mobile Elevated Work Platforms (MEWPs) such as scissor lifts, boom lifts and cherry pickers, whether in construction, facilities management, warehousing, or commercial maintenance.
Your IPAF Certification (PAL Card)
After completing IPAF Training, you’ll receive the following accredited categories on your PAL card:
- Category 3A – Mobile Vertical Platforms: Scissor lifts and other vertical platforms that can be driven or moved while elevated.
- Category 3B – Mobile Boom Platforms: Self-propelled articulated or telescopic booms (commonly known as cherry pickers) that can be driven or moved while elevated.
This certification is widely required on construction sites, industrial units, warehouses, and in commercial environments in Cardiff, making it an essential qualification for anyone using MEWPs.

Course Technical Details
IPAF Training Licence Details
Learners attending our IPAF course should feel comfortable with basic written and spoken English, as this is essential for understanding site instructions, safety notices, and the information covered during the theory elements of training.
Because MEWP operations are physical activities, candidates should also be reasonably fit and free from conditions that may restrict movement, balance, or awareness. If a delegate has any health concerns that could affect safe operation, they should discuss this with the instructor before the course begins.
Our IPAF 3A & 3B Combined course runs over one full day and includes both guided theory and hands-on practical training. All delegates will cover:
- Health and Safety at Work Act 1974
- MEWP classifications and operational limitations
- Pre-use checks, alarms and safety features
- Required inspection and servicing routines
- Preparing a machine for safe operation
- Assessing ground, weather and site conditions
- Recommended operating techniques for 3A and 3B categories
- Emergency lowering and controlled descent
- Interpreting manufacturers’ instructions
- Correct use of fall restraint and fall arrest equipment
To achieve IPAF certification, delegates must complete both a theory assessment and a practical operating test. These assessments confirm that each candidate can safely operate 3A (Mobile Vertical) and 3B (Mobile Boom) platforms in real working conditions.
Successful candidates receive upgraded categories on their Powered Access Licence (PAL) card:
- 3A – Mobile Vertical (scissor lifts & vertical platforms)
- 3B – Mobile Boom (articulated or telescopic booms/cherry pickers)
All IPAF courses take place at our dedicated indoor training facility in Blackwood, which is less than 30 minutes from Cardiff via the A470. The centre is purpose-built for MEWP operation, offering controlled conditions for both theory work and practical assessments.
Many of our Cardiff clients, including contractors, local authorities, and facility teams, choose to train here due to its accessibility and professional setup.

IPAF qualifications remain valid for five years. Delegates can check the status of their categories at any time using the IPAF ePAL mobile app or the PAL Card verification tool.
When it’s time to renew, operators can complete an IPAF refresher course to reactivate their 3A and 3B categories and keep their certification up to date.
