Introduction To The Course

What Does Our IPAF Training Cover?

The International Powered Access Federation (IPAF) provides a globally recognised training framework for the safe and effective operation of Mobile Elevated Work Platforms. Our IPAF 3A and 3B Combined course is designed for operators who use MEWPs as part of their day-to-day work. For Bristol-based operators, this qualification is commonly required across construction sites, commercial buildings, industrial facilities, and infrastructure projects.

Our IPAF training course combines clear, instructor-led theory with practical training and assessment, ensuring candidates understand both the legal responsibilities and the real-world operation of powered access equipment.

On successful completion, operators receive the following categories on their IPAF PAL card:

Category 3A – Mobile Vertical Platforms

Scissor lifts and other vertical platforms that can be driven or moved while elevated.

Category 3B – Mobile Boom Platforms

Self-propelled articulated or telescopic booms, commonly known as cherry pickers, that can be driven or moved while elevated.

Course Technical Details

IPAF Training Licence Details

Learners attending our IPAF training should have a basic understanding of written and spoken English to follow instructions, understand safety information, and complete the theory elements of the course.

Operators should also be physically capable of safely using powered access equipment, including maintaining balance, awareness, and coordination at height. Any medical conditions that could affect safe operation should be discussed with the instructor before the course begins.

The IPAF 3A and 3B Combined course is delivered over one full day and includes a mixture of theory and practical training. The syllabus typically covers:

  • Health and Safety at Work Act 1974
  • MEWP categories and operational limitations
  • Controls, safety devices, and warning systems
  • Pre-use checks and inspection requirements
  • Preparing a MEWP for safe operation
  • Ground conditions and site awareness
  • Safe operating techniques for 3A and 3B machines
  • Emergency lowering procedures
  • Manufacturer guidance and instruction manuals
  • Use of fall restraint and fall arrest equipment

The assessment consists of both theoretical and practical elements. This ensures operators understand safe working practices and can competently control MEWPs in line with IPAF standards.

Successful candidates receive the following categories on their PAL card:

  • 3A Mobile Vertical Platforms
  • 3B Mobile Boom Platforms

All IPAF courses take place at our dedicated indoor training facility in Blackwood, which is typically around 45 minutes from Bristol via the M4. The centre is purpose-built for MEWP training, providing controlled conditions for classroom learning and practical assessments.

Many of our Bristol clients, including contractors, facilities teams, and commercial operators, choose to train here due to the professional setup and reliable access for a full day of training.

We can also deliver off-site IPAF training at suitable Bristol workplaces, subject to site conditions and equipment availability. Contact us to discuss tailored options for your team.

IPAF qualifications are valid for five years. Operators can check their certification using the IPAF ePAL app or through the IPAF verification system.

To renew an expiring or expired qualification, operators must complete a refresher course at an IPAF-approved training centre (such as HOV Training) to reinstate their categories.

This course is approved for CITB levy funding. As a CITB Approved Training Organisation, we can support Bristol employers and individuals with guidance on available grants and the application process.
